The definition of "qualified student" is modified to include an Arizona resident who resides within the attendance boundary of a school district, instead of only a school, that has been assigned a letter grade of D or F. The list of authorized uses of ESA money is modified to include contributions to a 529 education savings account, and to limit those contributions or contributions to a Coverdell education savings account to $2,000 per year. The State Treasurer and the Department of Education are required, instead of permitted, to contract with private financial management firms to manage ESAs.
