HB2249: Parents’ bill of rights; remedies

Category: Secular Public Education, Equality

Bill Summary

Amends Arizona’s Parents’ Bill of Rights to require schools to obtain written parental consent before “socially transitioning” a student. This includes using different names, pronouns, or titles. It mandates full access to educational and medical records and prohibits employees from encouraging students to withhold information from parents, even in cases where students have experienced abuse or trauma. Establishes severe civil penalties: governmental entities are liable for at least $500,000 and individual employees for $20,000 per violation. It prohibits using public funds or insurance to indemnify employees for these personal liabilities and requires disclosure of past instances where information was withheld. This bill targets trans/LGBTQIA+ youth.
