Bill Summary
Would amend the Parents’ Bill of Rights; mandates that health care entities provide parents access to electronic portals and medical records “separate but equal” to the minor’s access, including records for services not requiring parental consent. It further prohibits government employees from encouraging minors to withhold information from parents and reaffirms that any government interference with parental rights must meet a “compelling interest” legal standard. Targets LGBTQIA+/transgender youth.
